Reasons
Established in 2022, the company is one of the leading operators of the so-called 'shadow' fleet, and in early 2023 was one of the three largest carriers of russian oil, along with Fractal Marine Shipping (UAE) and Gatik Ship Management (India). At that time, the fleet of Fractal Marine Shipping, Radiating World Shipping Services and Gatik Ship Management consisted of about 90 tankers, 90% of which transported oil and oil products from the Baltic and Black Sea ports of russia to India, China, Turkey, the Middle East, Africa and South America.
In order to circumvent the sanctions, Radiating World Shipping Services 're-signed' its fleet to related companies, including Almuhit Alhadi Marine Services (UAE) and Atos Remote Solutions (India). Outdated, improperly maintained vessels affiliated with Radiating World Shipping Services continue to transport russian oil around the world, providing multibillion-dollar revenues to the russian federation, threatening environmental safety in the world oceans due to the growing risks of oil spills.

The vessel has been repeatedly recorded by the Monitoring Group of the Black Sea Strategic Studies Institute and the BlackSeaNews editorial board as exporting russian crude oil. In particular, the facts of the vessel's participation in the transportation of russian oil were recorded in November 2023 (from the russian port of Kavkaz to the Turkish port of Izmir), December 2023 (from the russian port of Novorossiysk to the Turkish port of Marmara-Ereglisi), in June-July 2023 (from the russian port of Novorossiysk to the Turkish port of Tuzla). Before UK applied sanctions in December 2023 to the former manager of the vessel, the operator of the "shadow fleet" - Radiating World shipping Services LLC (UAE), the last one, in order to avoid sanctions, transferred its tankers to other newly created companies, including the Dubai company Almuhit Alhadi Marine Services LLC, Indian company Atos Remote Solutions. In June-July 2024, UK and EU imposed sanctions on the vessel in connection with its involvement in the transportation of russian oil and/or oil products from the russian federation to third countries, as well as for its participation in the circumvention of European restrictions. On October 17, 2024, Switzerland imposed sanctions on the vessel in response to the transportation of oil/oil products originating from russia or exported from russia, using irregular and high-risk shipping practices, as specified in the resolution of the General Assembly of the International Maritime Organization A.1192(33).

The tanker is involved in the export of russian oil (oil products) from russian ports, in particular in the Baltic Sea, to third countries. The vessel is affiliated with the UAE-based sanctioned company Radiating World Shipping Services LLC. The company was established in 2022, is one of the leading operators of the so-called ‘shadow’ fleet, and in early 2023 was one of the three largest carriers of russian oil, along with Fractal Marine Shipping (UAE) and Gatik Ship Management (India). In December 2023, the United Kingdom imposed sanctions on Radiating World Shipping Services LLC (UAE), which is transferring its tankers to other newly established related companies to avoid sanctions. The constant change of owners and managers of vessels to avoid sanctions and conceal the true beneficiaries of the vessels is typical for the so-called ‘shadow’ fleet involved in the russian oil and oil products trade. On 17 October 2024, the United Kingdom imposed sanctions on tankers of the russian so-called ‘shadow’ fleet, including the tanker ‘TURBO VOYAGER’, in connection with the transportation of russian oil and/or oil products from the russian federation to third countries.
