It is known that from 2015 to 2019, the mentioned person received 15 permits, and from 2020 to 2023, 13 permits from the Ministry of Culture of the russian federation for illegal archaeological work on the territory of the temporarily occupied peninsula of Crimea. The person participated in the excavations of the sites: "The ancient settlement of Akra", "The place of destruction of the steamship "Vesta" (1887)", "The place of destruction of the merchant wooden ship of the Allied fleet of the Crimean campaign", "Shipwreck of a wooden merchant ship (the first half of the XX century)", "Shipwreck of a wooden merchant ship (late XIX early XX century)", "Shipwreck of a wooden merchant ship (the first half of the XX century)"/

From 2014 to 2017, he received 6 permits from the Ministry of Culture of the russian federation for illegal archaeological work on the territory of the temporarily occupied Crimean peninsula. He participated in excavation "Ceramic accumulation in the water area near Cape Ak-Burun".

Solovyov is the head of several archaeological expeditions that have been operating in the occupied territories of Ukraine since 2014. In order to conduct excavations and alienate cultural property, Solovyov sent requests to the Ministry of Culture of the Russian Federation annually during 2014-2023 to obtain open letters for organising and conducting such activities. Solovyov also appealed to the heads of the Institute of Historical and Cultural Research of the Russian Academy of Sciences and the Hermitage Museum to assist him in obtaining such open letters for archaeological excavations in the occupied territories of Ukraine. In particular, Solovyov carried out excavations on the territory of the Archaeological Monument of Ukraine "Ancient City of Acra" (Naberezhne village, Leninsky district), the UNESCO World Heritage Site "Ancient City of Chersonesos Tavriya and its Chora" (Sevastopol), and the cultural heritage site ‘Memorial Complex of Monuments to the Defence of the City of 1854-1855 "Historical Boulevard" (Sevastopol).
