Reasons
A russian sports and state official who is part of the russian state apparatus and exerts direct influence on both domestic and international processes in russian sports.
As President of the russian Paralympic Committee, he lobbies for the interests of russian athletes on the international sports stage. In 2024, he announced cooperation with the russian Ministry of Foreign Affairs and the International Paralympic Committee on the admission of russian athletes to the 2024 Summer Paralympics in Paris under neutral status.
Since 2023, under Rozhkov’s leadership, the russian Paralympic Committee has been implementing a project of the Presidential Grants Fund, We Are Together. Sport, aimed at involving wounded russian soldiers and officers in the Paralympic movement.
Together with the Ministry of Sport and the Defenders of the Fatherland Foundation, the russian Paralympic Committee is also implementing the program Heroes of Our Time, designed to assist participants of the so-called "special military operation" who were disabled in combat with physical rehabilitation and social adaptation through Paralympic sport, as well as to integrate them into the sports movement.
As part of this program, Rozhkov, through the russian Paralympic Committee under his leadership, systematically organizes propaganda tournaments involving russian occupiers. According to Rozhkov, more than 300 veterans of the so-called "special military operation" have joined regional teams in russia, and more than ten have entered national teams.
In 2022, he was awarded the Order of Alexander Nevsky for "ensuring the successful training of russian athletes who achieved high sporting achievements at the Games of the XXXII Olympiad and the XVI Paralympic Summer Games in Tokyo."
In 2024, during a formal ceremony in the Alexander Hall of the kremlin, he was personally awarded the Order "For Services to the Fatherland" (4th class) by putin.
