ZIIATDINOV Fanil Hazisovych

As General Director, F. Ziyatdinov organizes and oversees the financial and operational activities of the enterprise, determines its production and investment policies, ensures the fulfillment of state defense contracts, and supports the development of military and dual-use products, thereby materially contributing to russian federation`s aggressive war against Ukraine and the undermining of its sovereignty and territorial integrity.
Under Ziyatdinov’s leadership, JSC "Izhevsk Electromechanical Plant Kupol" established serial production of Geran-2 loitering munitions, which have become one of the principal instruments of aggression, including in strikes against civilian targets that have resulted in civilian deaths and injuries.
In particular, on January 27, 2026, Geran-2 loitering munitions were used in an attack on the passenger train operating on the Chop–Kharkiv–Barvinkove route, resulting in the deaths of six people.
