Reasons
Under the design supervision of S. Syursin, the production of Topol-M and Yars intercontinental ballistic missiles, RS-26 Rubezh ("Oreshnik") intermediate-range ballistic missiles, and 9M723 ballistic missiles of the Iskander-M operational-tactical missile system is carried out.
The 9M723 Iskander-M ballistic missiles are used by russia in its aggressive war against Ukraine, including for strikes against densely populated cities, energy facilities, and civilian infrastructure.
These actions, as an integral part of russian federation`s aggressive war against Ukraine, also exhibit characteristics of violations of the laws and customs of war, having resulted in the mass killing of civilians and large-scale destruction. Furthermore, the individual did not exercise the right to refuse to carry out a manifestly unlawful order, which international law obliges individuals not to execute, thereby becoming an accomplice to the crime.

October 5, 2023, a 9M723 ballistic missile strike on a café and grocery store in the village of Groza, Kharkiv Region, resulting in the deaths of 59 people, including 1 child, and injuries to 5 others.
