Reasons
Moscow State University named after M.V. Lomonosov (MGU), where Smirnov works, offers special training programs for students in collaboration with the russian ministry of defense. Representatives of MGU participate in the "Army" military-technical forums, where they showcase prototypes they have developed and take part in roundtable discussions with representatives of the General Staff of the russian armed forces. MGU has a history of cooperation with russian defense industry enterprises, in particular with the Shvabe Holding, part of the state-owned Rostec Corporation.
In July 2026, the U.S. Department of Defense added the university to a list of institutions engaged in activities that threaten U.S. national security interests and imposed a ban on cooperation with Moscow State University and on funding any programs or research involving the university or its staff.
Smirnov’s participation in research funded by international grants:
"Exact off-shell Sudakov form factor in n=4 supersymmetric Yang-Mills theory," which was funded, in part, by U.S. National Science Foundation grant PHY-2207138 for a total of $225,000.
