Reasons
The Moscow Institute of Physics and Technology (MIPT), where Panyukov works, is engaged in the development of dual-use technologies.
The Institute hosts a Competence Center specializing in the development of artificial intelligence technologies. The center includes a laboratory for special-purpose digital systems, which develops computer vision systems. Among the laboratory’s partners are Russian manufacturers of weapons used in the war against Ukraine - the "High-Precision Complexes" holding company the state corporation "Rostec" and its subsidiary "Academician A.G. Shipunov Instrument Design Bureau"
Partners of the "Unmanned Aerial Systems" Institute’s educational program include Almaz-Antey Concern, "Ural Civil Aviation Plant", and the "Kronstadt" Group.
The Institute conducts research and development work as part of the federal project "Promising Technologies for Unmanned Aerial Systems," focusing on the development of power sources, an inertial-satellite navigation system, and a neural network-based optical navigation system for UAVs.
MIPT is also part of a consortium of russian institutions involved in training specialists for the russian defense-industrial complex.
In July 2026, the U.S. Department of Defense added the Institute to the list of institutions involved in activities that threaten U.S. national security interests and imposed a ban on cooperation with MIPT and funding for any programs or research involving the Institute or its staff.
Panyukov’s areas of expertise include physical kinetics and polymer physics, which can be applied to unmanned technologies.
In addition, Panyukov is a research fellow at the P.M. Lebedev Physical Institute of the russian academy of sciences, which conducts research and activities related to microelectronics, vacuum and plasma electronics, and optoelectronics.
Panyukov’s participation in research projects funded by international grants:
"Elasticity of slide-ring gels" and "Contribution of unbroken strands to the fracture of polymer networks," which were funded, in part, by grant CHE-2116298 from the U.S. National Science Foundation for a total of $20,000,000.
