V. Malyshev heads a group of enterprises that constitute an important link in the production chain of russian unmanned systems. In particular, these enterprises cooperate with JSC "Izhevsk Electromechanical Plant Kupol" in the serial production of Geran-2 loitering munitions. These loitering munitions are widely used by russia in its aggressive war against Ukraine, including for strikes against densely populated cities, energy facilities, and civilian infrastructure.
These actions, as an integral part of russian federation`s aggressive war against Ukraine, also exhibit characteristics of violations of the laws and customs of war, having resulted in the mass killing of civilians and large-scale destruction. Furthermore, the individual did not exercise the right to refuse to carry out a manifestly unlawful order, which international law obliges individuals not to execute, thereby becoming an accomplice to the crime.
On January 27, 2026, Geran-2 loitering munitions were used in an attack on the passenger train operating on the Chop–Kharkiv–Barvinkove route, resulting in the deaths of six people.
In addition, Malyshev’s companies are developing their own family of UAVs for the russian armed forces, including the "Chaika", "Aspid", and "Narval" systems.
