Reasons
As Chief Designer of one of the key enterprises of the defense-industrial complex, V. Kashin directly oversees the development and modernization of russian federation`s principal weapons systems.
Under his direct leadership, the development of the 9-S-7760 (Kh-47M2 Kinzhal) aeroballistic missile was completed, tested, and submitted for military adoption. He also supervised the modernization of the 9M723 ballistic missile of the Iskander-M operational-tactical missile system, including the integration of the jam-resistant Kometa-R8 satellite navigation system.
These weapons are widely used by russia in its aggressive war against Ukraine, including for strikes against densely populated cities, energy facilities, and civilian infrastructure.
These actions, as an integral part of russian federation`s aggressive war against Ukraine, also exhibit characteristics of violations of the laws and customs of war, having resulted in the mass killing of civilians and large-scale destruction. Furthermore, the individual did not exercise the right to refuse to carry out a manifestly unlawful order, which international law obliges individuals not to execute, thereby becoming an accomplice to the crime.
The most notable incidents include:
November 17, 2024, a 9M723 ballistic missile strike on an apartment building in Sumy, resulting in the deaths of 12 people, including 2 children, and injuries to more than 80 others;
October 5, 2023, a 9M723 ballistic missile strike on a café and grocery store in the village of Groza, Kharkiv Region, resulting in the deaths of 59 people, including one child, and injuries to 5 others;
April 26, 2024, a strike using a Kh-47M2 Kinzhal aeroballistic missile against the Burshtyn Thermal Power Plant.
