Reasons
While serving as Chief Executive Officer and Chief Designer of JSC "OKB Novator", Abdrakhmanov is responsible for the overall management of the company, the design and development, and the production of the 9M727 and 9M728 cruise missiles, 9M729 cruise missiles for the "Iskander" operational-tactical missile complex and the 3M-14 "Kalibr". These missiles are being used on a massive scale by russia in its aggressive war against Ukraine, including to strike densely populated cities and energy and civilian infrastructure facilities.
These actions, being part of the russian federation's aggressive war against Ukraine, simultaneously constitute violations of the laws and customs of war, as they have led to the mass death of civilians and widespread destruction. Furthermore, the individual failed to exercise the right to refuse to carry out a manifestly criminal order, the obligation not to carry out which is provided for by the norms of international law, thereby becoming an accomplice to the crime.

17 April 2024: a strike by an Iskander cruise missile on the centre of Chernihiv, killing 18 people and injuring at least 78, including 4 children;
14 July 2022: a strike by 3M-14 "Kalibr" cruise missiles on the centre of Vinnytsia, killing 27 people, including 3 children, and injuring over 200 people.
