Reasons
He is one of the key functionaries in the russian propaganda and information operations system, who purposefully works to spread disinformation, justify aggression against Ukraine, integrate the occupied territories into the russian information space and support the kremlin's foreign policy actions. In the past, he was closely associated with the head of the Wagner PMC Yevgeny Prigozhin and continues to be an active participant in russia's state information policy against Ukraine.
He led the USA Really project, which was accused of interfering in the US elections.
He founded and headed the Foundation for the Protection of National Values (FPNV), which acted in the interests of Yevgeny Prigozhin, supporting the operations of the Wagner PMC in Africa and interfering in elections in other countries, including Libya.
With the beginning of russia's full-scale invasion of Ukraine in 2022, Malkevich became a key figure in the creation and management of a network of pro-russian media in the temporarily occupied Ukrainian territories. He is the owner of the "Za!Media" media holding in the occupied part of Zaporizhzhia region, which includes the "ZaTV" TV channel, "ZaRadio" radio station, and the "Zaporozhskiy vestnik" newspaper. He was also involved in the launch of "Tavria TV" channel in Kherson region and "Mariupol 24" TV channel.
Malkevich also initiated the creation of a media school in the Kherson region and headed the branch of the russian Union of Journalists there, involving even minors in propaganda work. In addition to media activities, he is involved in the delivery of so-called humanitarian aid to the russian military in the temporarily occupied territories.
Malkevich actively supports the kremlin's policy, publicly justifying the invasion of Ukraine. His media outlets in the temporarily occupied territories spread the narrative that russia has "always been here" and Ukraine "never existed", and call Zaporizhzhia a "temporarily occupied city by the Armed Forces of Ukraine". He also promotes the fight against "fakes" through his positions in the Public Chamber of the russian federation and the Presidential Council for Civil Society and Human Rights (HRC).
His active anti-Ukrainian activities have been recognized by russian state awards. He was awarded the Order of Courage for "courage and bravery shown in the performance of his professional duty" in connection with the organization of broadcasting in the temporarily occupied territories of Ukraine. He was also awarded the medal of the Order of Merit for the Fatherland, second class, and received the russian government's media award for organizing the work of TV channels in the "liberated territories."
His work was also recognized by the occupation administrations, including the Order of "Merit for Zaporizhzhia region" and the Badge of "Merit for the Donetsk People's Republic".
In June 2023, the Security Service of Ukraine served Malkevich with a notice of suspicion of collaboration in connection with his organization of the "Tavria TV and Radio Company" on the basis of the seized premises of the Public Television in Kherson under the coordination of Yevgeny Prigozhin and with the assistance of local collaborators Vladimir Saldo and Yevgeny Brykov.
