Involved in the adoption of Ukrainian orphans into russian families from the moscow region. in april 2022, he stated that in the temporarily occupied city of Donetsk, about 800 children were left orphaned. he initiated the organization of their adoption and also announced that a registry of 108 foster families ready to take in 120 orphans from the temporarily occupied territories (TOT) of Donetsk and Luhansk regions had been created for the purpose of adopting Ukrainian orphans. he welcomed 27 orphans from Donbas to be placed under the care of foster families in the moscow region.

he supports and oversees the implementation of putin's policy in the region concerning the deportation of Ukrainian children who were relocated from the temporarily occupied territories of Ukraine to russia, placing them under the care of russian families, thereby contributing to the ""integration"" of children from the TOT of Ukraine into a unified cultural and educational space and the system of civil-patriotic education of the russian federation.
