Participates in the forced relocation of children from the temporarily occupied territories (VOT) of Ukraine under the pretext of "recovery and relaxation" with the aim of eradicating Ukrainian identity and promoting the ideology of the "russian world." As part of implementing russian programs of indoctrination and integration into russia's educational and cultural space for children and youth from the temporarily occupied territories of Ukraine, he introduces the study of history in schools using new textbooks for 10-11 grades, in which historical facts, the history of Ukraine, are distorted, and instead, the full-scale invasion of Ukraine is justified and the "heroes of the self-proclaimed republics" are glorified.

Additionally, Koludarova integrates the concept of early career guidance into the educational program for students to ensure "continuous training of personnel and replenishment of specialists' shortage." In particular, students from grades 6-11 participate in events of the All-russian project "Ticket to the Future," implemented by putin's order.

Facilitates the establishment of children's initiative centers to implement volunteer projects in support of fighters of the so-called "self-proclaimed republics" – "Talisman of Goodness," "Package for the Soldier," "Letter to the Front."
