On September 27, 2022, Busargin met with displaced persons from the temporarily occupied Donetsk region at the Saratov boarding facility "Sokol", where he stated that the children should be placed in Saratov educational institutions: "Children must be promptly enrolled in schools and kindergartens, undergo the necessary medical examinations and vaccinations, and have medical records prepared."
On October 5, 2023, at Saratov State University, as part of the "Universities of Change" career guidance project, Busargin addressed children from temporarily occupied Donetsk and Mariupol, saying that they are "one big family" and inviting them to study at Saratov State University.
