Reasons
OJSC Russian Electronics (Ruselectronics) is a Rostec-owned holding company that unites Russia’s radio-electronic industry. Ruselectronics manufactures electronic components across more than 140 production organizations and research institutes. It is responsible for more than 50 percent of the output of electronic components in Russia. Ruselectronics was designated pursuant to E.O. 14024 for operating or having operated in the technology and electronics sectors of the Russian Federation economy. OFAC additionally designated the following Russia-based subsidiaries of Ruselectronics pursuant to E.O. 14024 for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Ruselectronics. These include: Joint Stock Company Special Relay System Design And Engineering Bureau, which designs and manufactures various types of relays and switches.
The sanctions were adopted in response to the comprehensive invasion of Russian troops in Ukraine on February 24, 2022.
Russia's invasion of Ukraine flagrantly violates international law, undermines global order, peace, and security, and therefore necessitates the imposition of these sanctions.
US export controls restrict Russia's access to the items it needs to project power and realize its strategic ambitions.
These items include sophisticated technologies as well as certain foreign-produced items that are essential inputs to Russia's key technology and other sectors.
Under the circumstances of the Russia invasion of the Ukraine, there is a greater national security and foreign policy threat posed by entities that have previously been found to be supporting use of items for military purposes in Russia.
These ntities have been involved in, contributed to, or otherwise supported the Russian security services, military and defense sectors, and military and/or defense research and development efforts.
This measures to limit the ability is meant to serve as a response to Russian aggression against Ukraine and only serves as an action against those entities, which have assisted the Russian military.
Considering the current international situation around Ukraine and in order to promote international efforts to achieve international peace aimed at resolving this issue, in accordance with the measures taken by other major countries, the Government of Japan has introduced, after taking measures in accordance with the Law on Foreign Exchange and Foreign Trade, on the basis of the Decree of the Cabinet of Ministers on the “freezing of assets of individuals and legal entities of the Russian Federation and other measures of May 26, 2023”.
