Reasons
The sanctions were imposed in response to Russia's deliberate and unprovoked invasion of Ukraine.
These far-reaching sanctions target a wide range of Russian defense enterprises, including entities that develop and produce fighter aircraft, infantry fighting vehicles, electronic warfare systems, missiles, and unmanned aerial vehicles for Russia’s military. These sanctions strike at the core of Putin’s war machine.
According to its official site, the Association is affiliated with United Engine Corporation which is owned by Rostekh State Corporation, Russian main arms manufacturer. United Engine Corporation is on the sanctions lists in the EU, US and Ukraine whereas Rostekh is on the sanctions lists in the EU, US, UK and Ukraine.

The Association manufactures turbo reactive engines for SU air fighters, helicopters and gas turbine units. SU aircrafts have been used by the Russian forces against Ukraine since 2022, according to Oryx, an OSINT group: by 9 February 2023 at least eleven Su-30SM and 18 Su-34 aircrafts had been downed over the territory of Ukraine.
On April 5, 2023 Canada further amended the Special Economic Measures (Russia) Regulations to add 14 individuals and 34 entities. The individuals are largely senior management at Russian companies that provide military services to Russia. The entities are largely military technology and logistics companies.
Considering the current international situation around Ukraine and in order to promote international efforts to achieve international peace aimed at resolving this issue, in accordance with the measures taken by other major countries, the Government of Japan has introduced, after taking measures in accordance with the Law on Foreign Exchange and Foreign Trade, on the basis of the Decree of the Cabinet of Ministers on the “freezing of assets of individuals and legal entities of the Russian Federation and other measures of May 26, 2023”.
