In June 2023, during a press conference of the russian media holding russian Media Group (RMG) at the St. Petersburg International Economic Forum, Kiselyov came up with a joint initiative with the russian Ministry of Defense to pay the russian military a cash reward of 700 thousand/1 million rubles for the destruction of Leopard 1/Leopard2 battle tanks, which were transferred to the Armed Forces of Ukraine by Western partners. This initiative was supported by Grigory Lepsveridze, Nikolai Baskov, Elena Severgina, Yulia Baranovskaya and Yuri Antonov. The russian military received certificates for this award in November 2023 at the Golden Gramophone National Music Award ceremony.
He has repeatedly visited the temporarily occupied territories of Ukraine with speeches in support of the occupation authorities and the kremlin regime. The RMG controlled by Kiselyov includes five radio stations: "russian Radio", "Monte Carlo", "Hit FM", "DFM", "MAXIMUM" radio, and the music TV channel "ru.TV". The holding's stations represent different genres of music and target different audiences, which allows RMG to confidently hold leading positions in the market. Thanks to its wide audience, RMG regularly holds mass propaganda events, concerts and rallies in support of the so-called "separatist forces" and the annexation of Ukrainian territories. In 2022, russkoe Radio launched the russkoe Radio Agitation Brigades project. As part of this project, russkoe Radio organizes concerts for the russian military in hospitals, military units, mobilization centers, and frontline areas, including the occupied territories of Ukraine, and supplies the russian armed forces with humanitarian aid, special equipment, and machinery. Kiselyov's wife, Elena Severgina, who is a member of the RMG board of directors, also visited the temporarily occupied territories of Ukraine with "humanitarian aid." In addition, Severgina and their son, who is a son of Kiselyov, delivered diesel generators to the Akhmat assault unit and "thanked the fighters for their selfless work and congratulated them on the New Year."
