Everyone involved in the deportation and forced displacement of Ukrainian children must be made known to the world and brought to justice. These include decision-makers, leaders of paramilitary and patriotic youth organisations, camps and educational programmes that "re-educate" children, and employees of russian educational and cultural institutions who carry out indoctrination.
Illegal deportation and forced displacement of children are war crimes, and their forced transfer to russian citizenship, change of personal status (name, date and place of birth, information about parents, etc.) and "re-education" are part of the cultural genocide of Ukrainians committed by the enemy.
At least 20,000 Ukrainian children have been abducted by russia from the temporarily occupied territories of Ukraine since the beginning of the full-scale invasion. And these are only the known cases: russia does not provide information about deported children not only to Ukraine but also to international organisations, blocks humanitarian access to the occupied territories and places of detention, making it impossible to record crimes. Children are prevented from returning. They are hidden and moved deeper into russia. Every day, they continue to be deported, separated from their families in the occupation and subjected to programmes and policies that destroy Ukrainian national identity.
Use the Portal`s data to open and conduct investigations as soon as possible and bring the perpetrators to justice. Boycott the aggressor`s educational and cultural communities that are complicit in cultural genocide.

As the so-called "acting Minister of Culture" and representative of the occupying authorities of the Kherson region, he ensures the implementation of the policy of indoctrination and integration into the educational and cultural space of russia for children and youth from temporarily occupied territories of Ukraine by supporting propagandist cultural and mass events in the temporarily occupied territory of the Kherson region.
In particular, within the period from November 1, 2022, to December 1, 2023, as part of the implementation of the social and economic development program by the so-called "Ministry of Culture of the Kherson region" under the leadership of Alexander Kuzmenko, cultural and educational programs were organized and conducted in Moscow and St. Petersburg for 1,100 children from the Kherson region. The library funds of cultural institutions were also replenished through contributions from russian "chief regions," the All-russian Book Union, russian parties, and subsidies from the federal budget, with more than 1.1 million copies of books added.

In August 2023, Kuzmenko stated that libraries in the Kherson region were stocked with textbooks and books in russian, museums received exhibits, and music schools in the Kherson region started operating under new requirements. According to him, children began attending these educational institutions more often because playing works of russian classics is a great honor for them.
As part of cooperation with the minister of the Moscow government and the head of the Department of Culture of Moscow, he promotes the provision of budget places for students from the Kherson region in higher education institutions of culture and arts in Moscow.
Appointed by the occupation authorities as the so-called "acting Minister of Culture of the Kherson region". He facilitated the illegal removal of museum collections from the Kherson Museum of Cretaceous Art to the Tavrida Museum in Simferopol. In August 2023, Kuzmenko said that the museums of the region would be replenished with new exhibits.
