As the First Deputy Chairman of the Government of the Republic of Buryatia, acting in accordance with the Resolution of the Government of the russian federation dated March 12, 2022, No. 349 on the distribution of citizens from Ukraine among the subjects of the russian federation, they bear direct responsibility for russia's policy of forcibly relocating Ukrainian citizens to the territory of the russian federation, specifically for the illegal placement of "refugees," including children from temporarily occupied territories of Ukraine, in the region. In particular, as of October 2022, the government of the Republic of Buryatia has established three temporary accommodation facilities for refugees from the so-called "L/DNR": the sanatorium-resort camps "Baikalsky Bor" in the Trans-Baikal settlement of Yartsy (for 210 places) and "Rodnichok" on Lake Shchuchye in the Selenginsky district (for 190 places), as well as the hotel complex "Citi Park" in Ulan-Ude (for 88 places). In total - 488 places. In addition, the local government has developed a procedure for integrating children and youth from temporarily occupied territories into the educational and cultural space of russia.

They cooperate with the occupation authorities of the so-called "DNR".
