As the Commissioner for Children's Rights in the Leningrad region, she is directly responsible for the policy of forced displacement of Ukrainian citizens to the territory of the Russian Federation, namely for the illegal placement of ‘refugees’, including children from the territory of Ukraine, in the region, as well as promoting the indoctrination and integration of children and young people from the occupied territories into the educational and cultural space of Russia.
According to the press service of the Ombudsman for Children's Rights in the Leningrad region, Tamara Litvinova personally met 20 children from the so-called ‘LNR’, who arrived in the region on 30.11.2022. It is reported that the Ombudsman met some foster parents, and orphans from the so-called ‘LNR’ will find new families and will live in Gatchina, Kirishi, Vsevolozhsk, as well as in Lodeynopolsky districts of the region.
During the summer period of 2022, Tamara Litvinova repeatedly visited the temporary accommodation centre for refugees from Ukraine in the village of Tsaritsyno Lake to receive citizens, in particular on issues related to the organisation of further education of students who arrived in Russia. With Litvinova's assistance, 6 children were enrolled in higher education institutions in St. Petersburg and Leningrad region, 1 in secondary vocational education organisations, 1 child was enrolled in a pre-school organisation, and the rest were enrolled in general education organisations in the region.

As a children's rights ombudsman in the Ryazan region, she supports and implements putin's policy of deporting Ukrainian children who have been displaced from the temporarily occupied territories of Ukraine to the territory of the russian federation. It facilitates the placement of Ukrainians in the so-called “temporary accommodation centers” in the Ryazan region, and ensures the placement of children from Ukraine in russian families.
In her annual report for 2023, the authorized person notes the “success” of the russian region in placing children taken from the territories of the so-called “military operation” in russian educational institutions (in particular, in 2023, 250 schoolchildren were organized, 60 children aged 2 to 7 were provided with preschool education services).
In his position, he also pays special attention to residents of the so-called L/DPR and forcibly deported Ukrainians, participates in creating conditions for their residence in the Ryazan region of the russian federation and solving their social and domestic issues. She reported similar achievements in her position in 2022.
In cooperation with law enforcement agencies, the russian federation ensures the change of citizenship of forcibly removed Ukrainian children to russian citizenship, as stated in the report on the results of the activities of the Commissioner for Children's Rights in the Ryazan region in 2022. As of 12/31/2022, there were 364 Ukrainian schoolchildren in the Ryazan region.

As the Commissioner for Children's Rights in St. Petersburg, the person is directly responsible for the policy of forced displacement of Ukrainian citizens to the territory of the russian federation, namely the illegal placement of ‘refugees’, including children from the territory of Ukraine, in the region.
She organises the resolution of issues related to the migration registration of children taken from Ukraine, the granting of so-called ‘temporary asylum’, the granting of russian citizenship, and ensuring that they receive a russian education.
As of October 2023, 6068 people (children and adults) had been registered as ‘refugees’ and ‘internally displaced persons’ in the Leningrad region and St. Petersburg since the beginning of the so-called ‘temporary asylum’ programme. Of these, 32 children have been deprived of parental care, 19 have legal representatives, and 13 children have been placed in family upbringing centres in St. Petersburg.
Within the framework of the so-called ‘Agreement on twinning and cooperation between the Government of St. Petersburg and the administration of the city of Mariupol’ in 2023, the reception of groups of schoolchildren and accompanying persons from Mariupol, as well as from Donetsk, Yasinovataya, Makeyevka, Gorlovka, and the village of Manypillia in Donetsk region was organised (according to the annual report of the Commissioner for Children's Rights in St. Petersburg for 2023).
