Reasons
He oversees the organization of the forced relocation (evacuation) of Ukrainian children from the temporarily occupied territories (TOT) to the territory of the Republic of Bashkortostan with the propagandistic goal of promoting messages about the "peaceful and humane" goals of russia in the TOT of Ukraine, eradicating Ukrainian identity, and imposing the ideology of the "russian world."
In particular, on February 19, 2022, it became known that Maxim Zabelin had headed the operational headquarters for the "evacuation" of residents from the temporarily occupied territories of Ukraine.
In 2022, 1,618 children from the so-called "LPR" were evacuated to Bashkortostan for "rehabilitation," and in 2023, over 2,000 schoolchildren from the so-called "L/DPR" were evacuated. The government of Bashkortostan provided both the organization of the so-called "rest" and the transportation, accommodation of children, accompanying persons in children's health camps such as "Zelenye Dubki," "Druzhba" (Meleuzovsky District), "Zarnitsa" (Blagoveshchensky District), as well as organizing sports, cultural, ethnocultural programs for Ukrainian children and a separate program for accompanying educators, including the provision of educational materials of federal educational standards.
