In April 2023, he signed a cooperation agreement with Eleonora Fedorenko, the adviser to the so-called head of the “DPR” on children's rights. He also cooperates with the occupation authorities of the so-called “LPR”, in particular in ensuring the participation of Ukrainian children in the project of the “Principality” gathering held in July in the Sverdlovsk region and organized by the Ural Federal Branch of the Brotherhood of Orthodox Pathfinders and the Youth Department of the Yekaterinburg Diocese of the Russian Orthodox Church, as well as the development of children's and youth movements in the temporarily occupied territories of Ukraine.

In this region, the social and living arrangements of citizens evacuated from the temporarily occupied territories of Ukraine are regulated by the resolution of the Government of the Tver region of 05.03.2022 №165-пп “On Providing Temporary Social and Living Arrangements for Citizens Permanently Residing in the Territory of Ukraine, as well as in the Territories of the Subjects of the russian federation, where the maximum and medium levels of response have been introduced, who were forced to leave their homes and are staying in the territory of the Tver region, in particular in temporary accommodation centers.” In 2023, 454 people were moved from these territories to Tver region, and in 2022, 3,144 people were moved from these territories. There are still 10 temporary accommodation centers in the region with a total of 460 people (in 2022 - 374 people).

Under the leadership of Kadyrov, as human rights commissioner in the Chechen Republic, a working group has been set up to assist in the placement of “refugees” from the so-called "L/DNR" and Ukraine on the territory of the Chechen Republic. On Kadyrov's instructions, in February 2022 he ensured the creation of conditions in the region for the accommodation of 1.5 thousand people forcibly transported from the temporarily occupied territories of Ukraine. For this purpose, four temporary accommodation points were organized: on the basis of children's health camps “Svetlyachok” and “Gorny Klyuch” in the Shalinsky district, “Gorny Benoy” in the Nozhai-Yurtovsky district, as well as the Center for Social Rehabilitation and Recuperation of Minors in the Shelkovsky district. A volunteer group of more than 150 activists has been organized to work with “refugees” taken from Ukraine.
It is directly involved in processing new documents and organizing the education of forcibly removed Ukrainian children in educational institutions of the Chechen Republic.

As an Ombudsman for Children's Rights in the Yamalo-Nenets Autonomous district, she supports and actively pursues putin's policy of deporting Ukrainian children who have been displaced from the temporarily occupied territories of Ukraine to the territory of the Yamalo-Nenets Autonomous district. He is actively involved in the transfer of Ukrainian orphans to russian families. In particular, 17 children from Ukraine were placed under guardianship in the Yamalo-Nenets Autonomous district.

As the commissioner for children's rights in the Rostov region, he bears direct responsibility for the policy of forced relocation of Ukrainian citizens to the territory of the russian federation, namely for the illegal placement of "refugees" in the region, including children from the territory of Ukraine.
According to the report of the government of the Rostov region for 2022, children's camps accepted more than 2.2 thousand children from the "territories of Donbas and Ukraine", and 1,184 children "without legal representatives" were transferred to temporary care. At the same time, according to the data of the Ministry of Education of the region for 2022, 534 children were transferred to care. More than 500 pupils of orphanages and boarding schools, "evacuated from Donbas", were accommodated in the "Romashka" sports and recreation complex in the Rostov region.
At the end of April 2022, the first group of orphans from Donetsk region left Rostov and Kursk regions. 27 children were solemnly handed over to Moscow foster families under "temporary care" accompanied by russian officials.
In 2022, temporary accommodation points for citizens who arrived from the so-called "L/DNR" and Ukraine will be organized on the basis of 3 country camps in the Rostov region (according to the annual report of the commissioner for children's rights in the Rostov region for 2022).

As the commissioner for children's rights in the Murmansk region, supports and actively implements putin's policy regarding the deportation of Ukrainian children from the temporarily occupied territories of Ukraine to the territory of the Tver region.
On February 25, 2022, while in the position of the Commissioner for Human Rights, he took part in a meeting "on issues of observing the rights of citizens of the DPR and LPR who arrive on the territory of the russian Federation". Under the chairmanship of T. Moskalkova, ombudsmen from all regions of the russian federation discussed additional tools for "supporting persons evacuated from the Donetsk and Luhansk People's Republics". In fact, before the development of the humanitarian crisis related to the russian invasion of Ukraine, Shilov, together with other regional ombudsmen, participated in the deportation of the civilian population from the temporarily occupied territories of Ukraine.

The Ombudsman for Children's Rights in Primorsky Krai supports and actively pursues putin's policy of deporting Ukrainian children who were moved from the temporarily occupied territories of Ukraine to the territory of the russian federation for further placement in russian families, and is responsible for the implementation of the russian federation's policy of forcible transfer of Ukrainian citizens to the territory of the russian federation, namely for the illegal placement of “refugees” in the region, including children from the territory of Ukraine.

As the Commissioner for Children's Rights in the Republic of Buryatia, the person is directly responsible for the implementation of russia's policy on the so-called ‘evacuation’ of Ukrainian children from the temporarily occupied territories of Ukraine to temporary accommodation centres, with the aim of spreading information about the ‘peacekeeping and humanitarian’ purposes of the so-called ‘evacuation’, trying to create a demonstratively positive image of russia as a ‘peacekeeping country’.
