As the press secretary of the Autonomous Non-Profit Organization for Social Adaptation "Quarter Louis," she participated in a working group meeting with the leaders of the so-called "DPR" in August 2022 and is responsible for implementing the "Children in Hands" campaign. This campaign, initiated by the Commissioner for Children's Rights under the president of russia, establishes so-called "headquarters" in the temporarily occupied territories of Ukraine to promote messages about the "peacekeeping and humane" goals of russia in these territories of Ukraine, aimed at concealing the mass deportation and genocide of Ukrainians.

The organization "Quarter Louis" is effectively controlled by the unsanctioned individual Maria Lvova-Belova (sister of Sofia Lvova-Belova). Additionally, the organization is linked to the party project "United russia," which emerged in 2013 on the initiative of United russia member Sergey Neverov and was called "Every Child Matters to russia." According to official data, "Quarter Louis" exists solely on russian government grants and charitable donations.

In November 2023, Maria Lvova-Belova, the Commissioner for Children's Rights under the president of russia, and her sister Sofia forcibly evacuated four residents of a boarding house for people with disabilities from the temporarily occupied territories of Ukraine against their will. The children were taken from the temporarily occupied part of the Kherson region to Penza, where since 2018, the charitable organization of Lvova-Belova, "Quarter Louis," has been building the "New Shores" quarter. The construction of this quarter was carried out using budget funds and funds from russian oligarchs such as Roman Abramovich, Vladimir Potanin, the funds of Konstantin Malofeev, and Gennady Timchenko.
