As the Executive Director of the Autonomous Non-Profit Organization for Social Adaptation 'Quarter Louis,' I am responsible for implementing the 'Children in Hands' campaign. This initiative, initiated by the Commissioner for Children's Rights under the President of the russian federation, involves the opening of so-called 'headquarters' on temporarily occupied territories of Ukraine. These headquarters aim to promote messages about the 'peaceful and humane' goals of russia in those territories of Ukraine, serving as a cover for mass deportation and genocide of Ukrainians. The organization 'Quarter Louis' is effectively controlled by Maria Lvova-Belova (sister of Sofia Lvova-Belova), who operates outside of sanctions. Additionally, the organization is linked to the party project 'United russia,' which was launched in 2013 by Sergei Neverov and was called 'russia Cares About Every Child.' According to official data, 'Quarter Louis' exists solely on state grants from russia and charitable donations.
In November 2023, the Commissioner for Children's Rights, Maria Lvova-Belova, and her sister Sofia forcibly removed four residents from a group home for people with developmental disabilities from temporarily occupied territories of Ukraine against their will. These children were taken from the temporarily occupied part of the Kherson region to Penza, where since 2018, Lvova-Belova's charitable organization 'Quarter Louis' has been building the 'New Shores' quarter. The construction of this quarter was funded by budgetary funds and the contributions of russian oligarchs such as Roman Abramovich, Vladimir Potanin, the funds of Konstantin Malofeev, and Gennady Timchenko.
