As the executive director of the Autonomous Non-Profit Organization for the Promotion of Social Adaptation of Individuals “Kvartal Lui” is responsible for the implementation of the “Children in Hands” campaign, under which, at the initiative of the Commissioner for Children's Rights under the President of the russian federation, so-called “headquarters” are opened in the temporarily occupied territories of Ukraine in order to promote messages about the “peacekeeping and humane” goals of the russian federation in Ukraine to cover up the mass deportation and genocide of Ukrainians. The organization “Kvartal Lui” is actually controlled by a sub-sanctioned individual Maria Lvova-Belova (sister of Sofia Lvova-Belova). In addition, the organization is associated with the United russia party project, which appeared in 2013 on the initiative of Sergei Neverov and was called “every child is important to russia”. According to official data, “Kvartal Lui” exists solely on state grants from the russian federation and charitable donations.
In November 2023, Children's Rights Commissioner Maria Lvova-Belova and her sister Sofia forcibly removed four children from a boarding home for people with special developmental needs from the temporarily occupied territories of Ukraine against their will. The children were taken from the occupied part of the Kherson region to Penza, where Lvova-Belova's charitable organization “Kvartal Lui” had been building the quarter “New Shores” since 2018. The construction of this quarter was carried out at the expense of the budget and russian oligarchs such as Roman Abramovich, Vladimir Potanin, Konstantin Malofeev's and Gennady Timchenko's foundations.
