ORLOV Artur Valerevich

Heads an organization involved in an organized mechanism of mass abduction, unlawful deportation, and forcible transfer of Ukrainian children within the temporarily occupied territories of Ukraine and to the russian federation under the guise of "health improvement, recreation, and education". The organization facilitates the "integration" of children from the temporarily occupied territories of Ukraine into the unified cultural and educational environment and the system of civic and patriotic education of the russian federation by conducting activities aimed at the re-education and militarization of children in the temporarily occupied territories of Ukraine.
Conducts the so-called "military-patriotic" education of young people in the temporarily occupied territories of Ukraine and prepares them for service in the armed forces of the russian federation.
Orlov systematically organizes joint activities with JSC "russian Railways" (RZD), during which children from the temporarily occupied territories of Ukraine are taken on excursions to Moscow for the purpose of integrating them into the russian sociocultural environment.
In December 2024, Orlov, together with the so-called governor of Kherson Region, Volodymyr Saldo, visited a newly established branch of the russian youth movement "Movement of the First" in the temporarily occupied territory of Kherson Region.
Orlov is a veteran of the armed aggression against Ukraine and holds the title of "Hero of russia". He regularly holds meetings with members of the "Movement of the First" who participate in the so-called "special military operation".
