Being responsible for the sports program at "Spartak" club, which hosts "Sila Donbassa" organization, he carries out a policy of indoctrination and militarization of youth in the temporarily occupied territory of Donetsk region, Ukraine, through sports events and martial arts training in cooperation with the occupation authorities.
In November 2024, children from temporarily occupied Donetsk took part in the All-russian sports competition "ZA Budushchee," representing "Sila Donbassa" organization.
In addition, acting within the scope of his activities, Lugovskoy cooperates with other educational organizations in the temporarily occupied territories of Ukraine. In particular, in June 2025, together with his trainees from the "Sila Donbasa" organization, he participated in a race dedicated to russia Day, organized by the public association "Narodnaya Druzhina," which runs "Druzhina" Military and Sports Training Center in the so-called "Donetsk People’s Republic" (DPR) using russian federal funding.
