Supports and implements Putin's policy of deporting Ukrainian children from the temporarily occupied territories of Ukraine. It participates in an organized mechanism of mass abduction, illegal deportation and forced transfer of Ukrainian children from the temporarily occupied territories of Ukraine to russia. Thus, in October 2022, 10 Ukrainian children were taken from the temporarily occupied Luhansk region to the city of Volgograd, where, with Kovshikov's participation, the children were placed under the care of russian families.
