He is responsible for implementing the project "Aid to Orphans of Donbass," aimed at "improving the quality of life" for orphans of Donbass and their foster families. The project includes activities focused on the "patriotic" re-education of Ukrainian orphans from orphanages in the so-called "L/DNR" (Luhansk/Donetsk People's Republics), utilizing the capabilities of the Don Cossacks to "integrate" them into the unified cultural and educational space and system of civic-patriotic education of the russian federation. This aims to eradicate Ukrainian identity, alter national self-identification, impose the ideology of the "russian world," facilitate the "process of changing homeland," and propagate russian propaganda narratives.

From February to May 2022, the foundation headed by Chukalin operated in the Rostov region at accommodation points for citizens evacuated from the temporarily occupied territories of Ukraine. During that time, there were 122 children and staff from three orphanages of the so-called "LNR" (Luhansk People's Republic).
