Reasons
In April 2022, he commented on the necessity of creating a headquarters for the adoption/placement of orphaned children forcibly relocated from temporarily occupied territories of Ukraine. Alongside M. Lvova-Belova, he participated in discussions with leaders of the so-called "LPR" regarding the prospects of adopting/placing orphaned children from these territories.
The Moscow region became a pilot region of russia where families took under guardianship orphaned children forcibly removed from temporarily occupied territories of Ukraine, thanks to the existence of "resource foster families" practice. The region has established a corresponding registry of such families and developed a procedure for the temporary placement of children, coordinated with the occupation authorities of the so-called "DPR" on the matter of placing children from large families into foster care, especially those who have experience of long-term stay in orphanages.
