What should national governments do?

compile a list of goods necessitating high-risk due diligence
ban the re-export of designated goods to Russia, Belarus, and the DRPK
standardize enhanced inspection procedures during their deliveries to risky jurisdictions
increase liability for violations and negligence, involve banks in inspections (similar to AML/CFT)
share information and synchronize efforts with other countries

What should manufacturers and distributors do?

form a list of products whose supplies require enhanced risk-based due diligence
adopt and maintain due diligence procedures incorporating recommendations, red-flags, sanctions circumvention schemes
disseminate new due diligence policies among counterparties, incorporate a condition for their compliance to contracts
implement the response upon detection of foreign-made components within aggressor weaponry - through investigations, supply chain mapping, notification of relevant parties and governments, and the implementation of measures to disrupt the flow
