Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

Actions to be taken:
  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services
  • to involve financial and specialized institutions in the gathering of evidence, to publish the results of investigations, and to apply real penalties, including significant fines

The Arctic shuttle tanker, the second vessel in a series of three reinforced ice-class tankers designed to transport oil produced in the Arctic region of russia at the Varandey field, belongs to the sanctioned PJSC Sovcomflot, the largest state-owned shipping company in russia that services and supports offshore hydrocarbon production and transports russian oil, oil products and liquefied natural gas. The main charterers of Sovcomflot's vessels are russia's largest oil and gas companies and traders. PJSC Sovcomflot is involved in servicing major oil and gas projects in russia, including Varandey and Prirazlomnoye. The main operation of the tanker is the transportation of crude oil from the Varandey ice-resistant offshore shipping terminal in the Barents Sea to Murmansk. The Varandey oil loading terminal (affiliated with the sanctioned Lukoil) provides year-round transshipment of oil produced in the Timan-Pechora oil and gas province, located above the Arctic Circle in the village of Varandey on the shores of the Barents Sea. To transport oil, the tanker is equipped with ten tanks, each with a capacity of about 8,000 cubic meters. Typically, the tanker transports about 70 thousand tons of crude oil per voyage. The vessel transports oil from the Varandey oil export terminal, the Prirazlomnoye Arctic offshore oil field in the Pechora Sea (a stationary platform, which is the world's first ice-resistant Arctic-class oil platform), in particular, to Murmansk, to the FSO KOLA floating storage tanker (IMO 9217979, under USA sanctions). On January 10, 2025, USA imposed sanctions on the vessel.

The A1 ice-class supply tanker is a large icebreaker operating in the Arctic Ocean, owned by the sanctioned company PJSC Sovcomflot, the largest state-owned shipping company in russia that services and supports offshore hydrocarbon production and transportation of russian crude oil, petroleum products and liquefied natural gas. The services provided by PJSC Sovcomflot are a significant source of income for the russian federation - more than 70% of its revenues come from the sale of energy. The main charterers of Sovcomflot's vessels are russia's largest oil and gas companies and traders. PJSC Sovcomflot is involved in servicing major oil and gas projects in russia, including Varandey and Prirazlomnoye. The tanker is a dual-action vessel, which can navigate both forward and backward in the ice, and is the third vessel in a series of shuttle tankers of enhanced ice class designed for marine transportation of oil within the Varandey Arctic energy project. The vessel transports crude oil from the Varandey oil export terminal, the Arctic Gate offshore oil terminal on the Yamal Peninsula, the Prirazlomnoye offshore oil field in the Pechora Sea (a stationary platform, which is the world's first ice-resistant Arctic-class oil platform), in particular, to Murmansk, to the FSO KOLA floating storage tanker (IMO 9217979, under USA sanctions). The Varandey Oil Export Terminal (affiliated with the sanctioned Lukoil) provides year-round transshipment of oil produced in the Timan-Pechora oil and gas province, located above the Arctic Circle in the village of Varandey on the Barents Sea. The Arctic Gateway terminal is a specialized port on the coast of the Gulf of Ob designed to export liquid hydrocarbons from the giant Novoportovskoye oil and gas condensate field, which is being developed by the sanctioned Gazprom Neft. The Prirazlomnoye Arctic offshore oil field is being developed by Gazprom Neft Shelf LLC (a 100% subsidiary of Gazprom Neft), which is the offshore project management center of Gazprom Neft, the only oil company producing oil on the russian Arctic shelf. On January 10, 2025, USA imposed sanctions on the vessel.

The tanker is involved in the export of russian oil/oil products from russian ports in the Azov and Black Seas, mainly to Turkey and Egypt, uses deceptive practices (AIS shutdown, spoofing), including in the Kerch Strait area, calls at the port of Crimea (a port on the shore of the Kerch Strait, located near the village of Zhukovka, is part of the Kerch ferry service (the line from the port of Crimea to the port of Kavkaz), in 2014-2015 the port was dredged, which increased the capacity of the line), the port of Kerch in the TOT of Crimea. The vessel is affiliated with the russian company Middle-Volga Shipping Company LLC (under Ukrainian sanctions), which is a supplier to the sanctioned Rosnefteflot JSC (at least under two contracts worth 94.4 million rubles) within the russian state procurement system. Rosnefteflot JSC is a part of the group of the sanctioned russian PJSC Rosneft Oil Company, a russian state-owned oil and gas company, one of the world's largest oil producers. The main activities of Rosnefteflot JSC are, in particular, the chartering of the tanker fleet for the benefit of Rosneft, organization of river transportation in the interests of Rosneft in the Volga-Don, Azov-Don, Volga and Volga-Baltic basins. The owner and manager of the vessel is the Maltese company Hai Ocean Shipping Co Ltd, which is associated, in particular, with russian citizen Mikhail Slobodov as one of the two owners of the company.

The tanker is involved in the export of sanctioned russian oil/oil products from russian ports in the Baltic, Black Seas, and the Pacific region, mainly to China and India, using high-risk practices, including disabling AIS and conducting dark activities in the Baltic Sea. The tanker called at a russian port, where the price of oil was constantly exceeding the price cap of $60 per barrel of russian oil. On September 17, 2024, the russian federal State Budgetary Institution 'Main Directorate of the Northern Sea Route' issued a permit for transit navigation along the Northern Sea Route from east to west for the AQUATICA vessel without ice class for the period until October 15, 2024. The international NGO Greenpeace refers to the tanker as part of the shadow fleet of tankers that transport russian oil around the world and threaten the environment. On January 10, 2025, USA imposed sanctions on the vessel. On February 24, 2025, as part of the restrictions on the russian shadow fleet, the EU imposed sanctions on the tanker for transporting crude oil/oil products originating in or exported from russia using irregular and high-risk shipping practices as specified in the International Maritime Organization General Assembly resolution A.1192 (33) (sanctions will enter into force on February 25, 2025).
