Ocean 28 departed from the Chinese port of Zhangjiagang on September 24 and arrived in the port of Utrenny on October 30, 2024. During the delivery of equipment from China, the Chinese vessels sailed more than 1,500 nautical miles in partially ice-covered seas, without having an ice classification. At the same time, the russian Main Directorate of the Northern Sea Route issued a permit to Ocean 28 without an ice class to sail in the waters of the Northern Sea Route along the route 'eastern border of the Northern Sea Route - Sabetta port - western border of the Northern Sea Route', the permit is valid from October 1 to November 15, 2024. The permit states that the vessel needs to be escorted by icebreakers 'in ice-free water and in light ice conditions'. According to the Northern Sea Route Administration, only one nuclear-powered icebreaker operated in the eastern part of the Northern Sea Route throughout October. Ocean 28 is just one of many non-ice-class vessels that have been authorized by russia to sail in the remote waters of the Arctic in the fall of 2024.
