Maritime logistics is critically important for building up the aggressor`s military capabilities, moving troops, obtaining weapons and sanctioned goods, and trading stolen goods. Aggressors transport weapons through international straits on civilian merchant vessels. Exporting fossil fuels to circumvent sanctions is the main source of income for russia and Iran. The shadow tanker fleet and ships without ice class in the Arctic threaten an environmental disaster. Through the sale of agricultural products from the temporarily occupied Ukrainian territories, russia finances the war and maintains the loyalty of its allies, Iran and the DPRK.

  • to sanction the vessels on the list below, as well as all related companies and individuals (owners, operators, managers, executives, senior crew members)
  • to prohibit the entry of such vessels into ports, territorial waters, EEZs and international straits, and the sale of spare parts for them
 
  • to require bank statements to confirm compliance with the price-cap when receiving insurance and other services

The vessel is involved in the construction of the export main gas pipeline "North Stream-2". During the final stage of works on the completion of the Nord Stream-2 gas pipeline (from April 10 to August 30, 2021), servicemen of some special units of the russian Navy were seen in the area of ​​their implementation. A combined special purpose group of 18 people was on board civilian vessels of the Maritime Rescue Service - the tug "Kapitan Beklemishev" and multi-functional emergency rescue vessels "Spasatel Karev" and "Bakhtemir". The members of the joint group were identified as belonging to some special units of the russian Navy: a group of four of the Main Directorate of Deep Sea Research of the ministry of defense of the russian federation, or military unit No. 45707 (one of the most classified military units of the russian federation, which plans and carries out special underwater operations, the hydronauts of the unit are engaged in reconnaissance activities, install various equipment on the seabed, and also collect wreckage of vessels, planes and satellites to obtain information about the level of technological developments of possible adversaries, are engaged in planning and preliminary preparation of large-scale sabotage on transatlantic fiber-optic communication lines between Europe and North America); a group of seven people of the 313th Separate Special Forces Combating Submarine Subversive Forces of the Baltic Fleet of the russian Navy; a group of seven people of the 342nd Emergency and Rescue Squad of the Baltic Fleet of the russian Navy. The increased activity of the combined group was observed in the exclusive maritime economic zones of Denmark and Germany in the area of ​​passage of the Baltica (connecting Poland, Sweden, Denmark) and "Denmark — Poland-2" (connecting Poland with the island of Bornholm) underwater OCs, in corridor 2-3 miles from the pipeline. In August 2021, the United States imposed sanctions on the vessel in connection with its assistance in the construction of the Nord Stream 2 gas pipeline project.

Тhe vessel has been under the operational management of LLC "Gazprom Flot" since 2006. Since mid-2020, Gazprom has been changing the owners of vessels that participated in the construction of "Nord Stream-2", including "Vladislav Strizhov" (current name - "Antey") . Since September 2020, the owner of "Vladislav Strizhov" has been the sanctioned russian transport and forwarding company Koksokhimtrans LLC, which operates vessels that served as ferry crossings between the temporarily occupied Crimea and the territory of the russian federation, specializes in the organization of regular transportation of goods and passengers, affiliated with the sanctioned GC " Sovfracht-Sovmortrans". In May 2021, the United States applied sanctions to the vessel. On 24.11.2022, the new owner of the vessel is the russian company JSC "Ardal" (TIN 7841098452), which plans to conduct economic activities along the route: Port of Murmansk - Barents Sea - Strait of Kara Gate - Kara Sea - Gulf of Ob - Section No. 3 of Sabetta Port (Cape area Kamiany), also in the port of Murmansk and Sabetta for loading and unloading activities in sea ports, including in relation to dangerous goods, delivery of goods and personnel, management of the ice situation, preparation of the ice channel, maintenance of drilling platforms in the framework of the development of an oil and gas field, ice wiring between ports in part of the Northern Sea Route, ensuring technological and environmental safety of works during the vesselment of oil and carrying out emergency and rescue duty, bunkering with petroleum products, etc.

The vessel, with two other sanctioned vessels Na Feng Zhi Xing and Hunter Star, is involved in the delivery in October 2024 from China to the port of Utrenny (russia) of large-tonnage power generation modules for the Arctic LNG 2 sanctioned project (the power plant is key to the commissioning of the second stage of the Arctic LNG 2 project for liquefaction of natural gas, in its configuration, the power plant will include 24 Harbin Guanghan CGT30 turbines with a total power generation capacity of about 650 MW). Arctic LNG-2 is the second large-capacity project of the sanctioned company Novatek (majority owner) for natural gas production and liquefied natural gas production on the Gydansky Peninsula, which was sanctioned by USA in November 2023 and by the United Kingdom in February 2024. Ocean 28 departed from the Chinese port of Zhangjiagang on September 24 and arrived in the port of Utrenny on October 30, 2024. During the delivery of equipment from China, the Chinese vessels sailed more than 1,500 nautical miles in partially ice-covered seas, without having an ice classification. At the same time, the russian Main Directorate of the Northern Sea Route issued a permit to Ocean 28 without an ice class to sail in the waters of the Northern Sea Route along the route 'eastern border of the Northern Sea Route - Sabetta port - western border of the Northern Sea Route', the permit is valid from October 1 to November 15, 2024. The permit states that the vessel needs to be escorted by icebreakers 'in ice-free water and in light ice conditions'. According to the Northern Sea Route Administration, only one nuclear-powered icebreaker operated in the eastern part of the Northern Sea Route throughout October. Ocean 28 is just one of many non-ice-class vessels that have been authorized by russia to sail in the remote waters of the Arctic in the fall of 2024. The passage of ships through icy Arctic waters without the appropriate ice class is evidence that russia's efforts to increase and maintain the flow of oil and gas products take precedence over safety considerations in Arctic shipping. The delivery of the power plant to the sanctioned Arctic LNG-2 project before winter is evidence of the intentions of the sanctioned Novatek to launch a 6.6 million tons per year LNG line at the project in 2025. On January 10, 2025, USA imposed sanctions on the vessel.
