Description:
The sheet is divided into 2 compositions. The first composition on the top shows the interior of a hall with arched windows on the left wall and a portrait of the royal person in the wall. The L-shaped table depicts officials sitting in armchairs. There are two cabinets against the right wall. In the background, there is a door hidden by a light partition, with 2 male figures standing by the door.
The second composition represents the interior of a church filled with people. To the left is the iconostasis. Near the royal gate is a priest with a piece of paper in his hands. Next to him are two assistants, illuminated by the light coming from the narrow windows on the central wall. To the right, under a tent canopy, is the royal throne. To the left and right of the image are inscriptions: "Reading of the All-Favored Manifesto on February 19, 1861", "In Moscow in the Assumption Cathedral on March 5, 1861".
Condition: Yellowing at the edges, staining in the margins. Stains of iron bacteria, insect excrement, vertical bend in the center, tear of the upper edge - 5 cm.

Description of the incident location
It was opened on May 27, 1978, in the former City Hall building, an architectural monument of the early 20th century. As of 2022 (before the robbery), the museum's collection included more than 13 thousand works of art and was one of the most interesting museum collections in Ukraine. It includes works of Ukrainian and foreign painting, graphics, sculpture, and decorative and applied arts. From October 31 to November 4, 2022, the Kherson Art Museum was looted by the russian occupiers, and more than 10,000 of its most valuable exhibits were stolen. The cargo was sent to Crimea, and the works (all or part of them) ended up in the Simferopol Central Museum of Tavrida. It is unknown whether everything is still there.
