By investing significant resources in it, the russian authorities are trying to destabilize Ukraine and the world, influence political processes and shape public opinion in different regions of the planet in their own invasive interests.

Particularly important is his role in the creation and management of the Telegram channel "Crimean SMERSH" since March 2022, whose stated goal is to identify and publicly expose "russophobes, Ukranian Nazis and traitors to the Motherland" in Crimea. The channel collects and publishes personal data of individuals who express pro-Ukrainian or anti-war views, listen to Ukrainian music, criticize the war on social media, or display Ukrainian symbols. The publications often contain hints of information being passed on to russian security forces. There is numerous evidence of close cooperation between Talipov and the Crimean SMERSH with the FSB and the Center "E" of the russian Interior Ministry. According to Talipov himself, thanks to the channel's activities, about 220 people became involved in administrative and criminal cases for "discrediting" the russian Armed Forces in the first year, and those who were "exposed" were often forced to record apology videos.
In February 2023, Talipov received a commendation from the Main Directorate for Combating Extremism of the russian Interior Ministry for running the Crimean SMERSH.
In November 2024, the so-called "governor" of the temporarily occupied part of Kherson region, Volodymyr Saldo, awarded him the Order of Merit of the Kherson Region, II degree, for "patriotism, assistance to the army and struggle on the information front."
The russian federal Security Service included Talipov in the list of persons who were allegedly the targets of assassination attempts by Ukrainian special services, which positions him as an important figure for the occupation apparatus.
In Ukraine, criminal proceedings have been opened against Talipov for aiding the aggressor state and inciting national hatred.
