As the Commissioner for Children's Rights in St. Petersburg, the person is directly responsible for the policy of forced displacement of Ukrainian citizens to the territory of the russian federation, namely the illegal placement of ‘refugees’, including children from the territory of Ukraine, in the region.
She organises the resolution of issues related to the migration registration of children taken from Ukraine, the granting of so-called ‘temporary asylum’, the granting of russian citizenship, and ensuring that they receive a russian education.
As of October 2023, 6068 people (children and adults) had been registered as ‘refugees’ and ‘internally displaced persons’ in the Leningrad region and St. Petersburg since the beginning of the so-called ‘temporary asylum’ programme. Of these, 32 children have been deprived of parental care, 19 have legal representatives, and 13 children have been placed in family upbringing centres in St. Petersburg.
Within the framework of the so-called ‘Agreement on twinning and cooperation between the Government of St. Petersburg and the administration of the city of Mariupol’ in 2023, the reception of groups of schoolchildren and accompanying persons from Mariupol, as well as from Donetsk, Yasinovataya, Makeyevka, Gorlovka, and the village of Manypillia in Donetsk region was organised (according to the annual report of the Commissioner for Children's Rights in St. Petersburg for 2023).
