Everyone involved in the deportation and forced displacement of Ukrainian children must be made known to the world and brought to justice. These include decision-makers, leaders of paramilitary and patriotic youth organisations, camps and educational programmes that "re-educate" children, and employees of russian educational and cultural institutions who carry out indoctrination.
Illegal deportation and forced displacement of children are war crimes, and their forced transfer to russian citizenship, change of personal status (name, date and place of birth, information about parents, etc.) and "re-education" are part of the cultural genocide of Ukrainians committed by the enemy.
At least 20,000 Ukrainian children have been abducted by russia from the temporarily occupied territories of Ukraine since the beginning of the full-scale invasion. And these are only the known cases: russia does not provide information about deported children not only to Ukraine but also to international organisations, blocks humanitarian access to the occupied territories and places of detention, making it impossible to record crimes. Children are prevented from returning. They are hidden and moved deeper into russia. Every day, they continue to be deported, separated from their families in the occupation and subjected to programmes and policies that destroy Ukrainian national identity.
Use the Portal`s data to open and conduct investigations as soon as possible and bring the perpetrators to justice. Boycott the aggressor`s educational and cultural communities that are complicit in cultural genocide.

He is an accomplice in the crimes of the russian authorities against Ukraine and its citizens, including young children. He oversees issues of guardianship and care within the occupation authority. He is responsible for facilitating the processing of documents for children who are planned to be taken or have already been taken to russia. He opened an orphanage for 70 children in the temporarily occupied territory of Mariupol, where they stay until adoption. He is the founder of a charitable organization for helping orphans. In March 2022, he evacuated 112 people from Mariupol. Before the full-scale invasion, he was a deputy of the Mariupol City Council from the now-banned in Ukraine party 'OPZZh'. He organized mass riots and anti-Ukrainian rallies in Mariupol. Under the cover of the public organization 'Sincerity', he has access to children from orphanages and disadvantaged families, involving them in mass riots.
He assists the russian authorities in the organized mechanism of mass abduction, illegal deportation, and forced relocation of Ukrainian children from the temporarily occupied territories of Ukraine and their subsequent adoption into russian families by ensuring the operation of the so-called 'state' database 'Children of Donbas' – a registry of children left without parental care created by the occupation authorities.
In March 2023, the Commissioner for Children's Rights under the president of the russian federation, Maria Lvova-Belova, announced that temporarily occupied Donetsk would be the first of the annexed regions to join the state federal database on children. The main function of this system is to store and process data on all children left without parental care, orphans, as well as to register russian families wishing to take children into their care.
