He is a russian oligarch, billionaire, member of the Duma of the Federal Assembly of the russian federation of the seventh convocation from the ‘United russia’ party, affiliated with the sanctioned holding company ‘UESEM’ (TIN: 9731001285), which is linked to one of the richest russian oligarchs, Alisher Usmanov.
He is a shareholder in Vnukovo Airport and USM Holding, whose assets include one of the world's leading iron ore producers, Metalloinvest, Udokanskaya Med, mobile phone operator Megafon, one of the largest cement producers, Akkermann Cement, and the russian part of the Aliexpress e-commerce website. In the past, Skoch was one of the leaders of the Solnechno criminal group.
He took part in the vote to recognise the independence of the so-called LPR and DPR, and supports the kremlin's policy of waging war in Ukraine. In October 2022, mobilisers in Belgorod's military enlistment offices were given brochures with ‘rules of life in war’ with Ukraine and USA, published by the Afghanistan Veterans Union with the support of State Duma deputy Andrei Skoch. Megafon provided communications services to dozens of military units of the ministry of defence, the rosgvardia and many defence companies in russia.
He voted for Resolution No. 58243-8 on the appeal of the State Duma of the Federal Assembly of the russian federation to the president of the russian federation, putin, on the need to recognise the so-called dpr and lpr, supported and implemented the kremlin's aggressive policy.
