Reasons
As Commissioner for Human Rights of the Chechen Republic, he is directly responsible for the policy of forced displacement of Ukrainian citizens into the territory of the russian federation, namely for the illegal placement of “refugees” in the region, including children from the territory of Ukraine.
Under the leadership of Kadyrov, as human rights commissioner in the Chechen Republic, a working group has been set up to assist in the placement of “refugees” from the so-called "L/DNR" and Ukraine on the territory of the Chechen Republic. On Kadyrov's instructions, in February 2022 he ensured the creation of conditions in the region for the accommodation of 1.5 thousand people forcibly transported from the temporarily occupied territories of Ukraine. For this purpose, four temporary accommodation points were organized: on the basis of children's health camps “Svetlyachok” and “Gorny Klyuch” in the Shalinsky district, “Gorny Benoy” in the Nozhai-Yurtovsky district, as well as the Center for Social Rehabilitation and Recuperation of Minors in the Shelkovsky district. A volunteer group of more than 150 activists has been organized to work with “refugees” taken from Ukraine.
It is directly involved in processing new documents and organizing the education of forcibly removed Ukrainian children in educational institutions of the Chechen Republic.
