As the so-called 'Deputy Governor for Evacuee Affairs of the Kherson Region,' coordinates the work of the occupation authorities of the region with the regional authorities of the russian federation in organizing temporary accommodation for 'refugees,' and is responsible for the forced relocation (evacuation) of Ukrainian children from the temporarily occupied territories of Ukraine to the territory of the russian federation.
Directly implements the policy of indoctrination and integration of children and youth from the temporarily occupied territories of Ukraine into the educational and cultural space of russia, eradication of Ukrainian identity, and imposition of the 'russian world' ideology.
In collaboration with the occupation authorities of the temporarily occupied Crimea, organizes the forced relocation (evacuation) of Ukrainian children under the guise of 'rehabilitation and recreation,' and also facilitates the establishment of guardianship and care for children from the temporarily occupied territories of Ukraine. In particular, in 2023, arranged the relocation of 103 children from the Kherson Region to the temporary accommodation center DOT 'Luchistyi' of GUP 'Solnechnaya Tavrika,' which was subsequently visited to address 'psychological issues' in younger children related to the so-called 'adaptation in the absence of parents'.
