The list includes 35 vessels, including tankers affiliated with russian shadow fleet operators - Fractal Marine Shipping (UAE), Gatik Ship Management (India), Sun Ship Management (UAE), Hennesea Holdings Limited (UAE).

The data on shadow fleet tankers, which have changed their identification data and ownership structure in recent months to circumvent sanctions, has been updated:
- Hong Kong, China, and the russian federation were added to the list of the main jurisdictions of registration of companies owning/managing shadow tankers;
- Comoros, Curacao, Djibouti, Guyana, Gambia, São Tomé and Príncipe, Tanzania, and the United Republic of Tanzania joined the list of "convenient" flags.

Deadweight and P&I club insurance were added to the tanker's characteristics.

COMPONENTS IN WEAPONS
Two fiber-optic gyroscopes are used simultaneously in the guided missiles of the Tornado-S multiple launch rocket system:
• TIUS500 manufactured by the russian LLC NVK OPTOLINK;
• a foreign-made product without manufacturer's marking, which has indicator seals in Chinese and visual similarity to AgileLight gyroscopes manufactured by BWSENSING.

In addition, Belarusian-made components in Kh-69 missiles and the circular CRP antenna of the GERAN-2 (Shahed-136) UAV have been added.

• Tatyana Viktorovna Umrykhina - the so-called "director general" of the State Budgetary Institution of the Republic of Crimea "East Crimean Historical and Cultural Museum-Reserve",

Major decisions regarding the russian military-industrial complex are made personally by putin. However, there are a number of collegial bodies directly and indirectly subordinated to him that formulate and implement the state policy of the russian military-industrial complex, state defense orders and the transition of the economy to a military orientation.

These bodies are composed of officials of various ranks who are close and most loyal to the president of the russian federation, heads of law enforcement agencies and military-industrial complex enterprises. Some of them have been in office since 2014 and are members of several such bodies.

In September 2014, putin subordinated to himself the main body that shapes state policy in the military-industrial complex - the Military-Industrial Commission. Previously, the commission was subordinated to the government.
The commission is composed of:
- The Board of the Military-Industrial Commission - the executive body;
- The Scientific and Technical Council, which is responsible for the scientific and technical development of the military-industrial complex.

When, after the start of the full-scale invasion, problems of efficiency and completeness of control began to appear in the organization of the management of the russian military-industrial complex, putin created two more bodies to improve the situation:
- The Coordination Council under the Government of the russian federation for Meeting the Needs of the Armed Forces, Other Troops, Military Formations and Bodies.
The Council was established in October 2022 to quickly resolve issues of cooperation and make strategic decisions. It includes heads of all law enforcement agencies and financial institutions, representatives of the government and the presidential administration;
- The Presidential Directorate for State Policy in the Defense Industry.
The Directorate was established in December 2024 to oversee and control the activities of the military-industrial complex, as well as external cooperation with other states in the military sphere.

• Kilinkarov Spyridon is a pro-russian politician, former Member of Parliament of Ukraine of the V, VI and VII convocations from the Communist Party of Ukraine, who openly supported the kremlin's policy after the events of 2014 and joined propaganda activities aimed at discrediting Ukraine;
• Yuriy Podolyaka is a journalist and blogger who actively justifies war crimes of the russian army and discredits the Ukrainian government, promotes the kremlin's narratives of "denazification of Ukraine" and "protection of the russian-speaking population", legitimizing the occupation of Ukrainian territories.

KREMLIN MOUTHPIECES
The list includes 13 russian journalists, bloggers, media managers and political analysts who are ideologues, organisers and executors of russian propaganda and information operations against Ukraine, including:

• Armen Gasparyan is a journalist and radio host, one of the kremlin's key propagandists, author of the book "Denazification of Ukraine. A Country of Unlearned Lessons", in which he argues for the complete destruction of Ukraine as a state and the “denazification” of its population by military and repressive methods.

• Nikolay Tupikin and Ilya Gambashidze, who own and manage the russian group of companies Struktura, which carries out information operations in the interests of the kremlin. Among them is the ‘Doppelganger’ operation, carried out by a team of political technologists led by Tupikin and Gambashidze under the leadership of the first deputy head of the presidential administration, Sergei Kiriyenko, to spread pro-russian propaganda and disinformation in the international arena, including in the United States and Latin America.

• Dmitry Sytyi – director of the "russian house" in Bangui (Central African Republic), which formally engages in cultural and educational activities, but in fact is a front for the wagner group's activities and organises disinformation campaigns through social networks, radio and print media. He cooperates with the CAR authorities to legitimise the wagner group's activities, coordinates local media resources and spreads pro-russian narratives. In addition, Sytyi is the founder of Lobaye Invest, which is engaged in diamond and gold mining in the CAR.

• Alexander Ivanov - spokesperson for the wagner group in the Central African Republic, founder and head of the russian "Union of Officers for International Security", responsible for sending russian military instructors to the CAR.

• Sergey Karaganov - is a russian political scientist, one of the main ideologues of the kremlin's propaganda against Ukraine. In June 2023, he publicly called on the kremlin to launch a nuclear strike against Poland, arguing that it was necessary to "force the West to make concessions".

• Pavel Zarubin – is a russian journalist, host of the programme ‘Moscow.kremlin.putin’, author of his own Telegram channel.

• Tina Kandelaki - is a russian journalist, TV presenter, general producer and deputy general director of the Gazprom-Media holding, director of the TNT TV channel. Kandelaki openly supports the so-called ‘svo’, calling it "necessary to protect the russian-speaking population", and at the beginning of the full-scale invasion called on Ukraine's leadership to leave the country, after which Viktor Yanukovych should return to Kyiv.
