In June 2022, she was appointed by the occupation authorities as the so-called "acting chief physician" of the Kherson Regional Children's Home. She directly facilitated the transfer of children from the temporarily occupied territories of Ukraine to russia. She personally granted permission to the wife of the deputy of the russian federation Sergey Mironov to take two Ukrainian children to russia. After Sergey Mironov's wife met the children, using her official position, Zavalska pressured her subordinates to speed up the processing of the documents necessary for the children's removal, saying "that woman had chosen them and would take them to Moscow, everything was ready and they had tickets". One of the two children was subsequently adopted by Mironova, and her citizenship and personal data were changed, indicating an intention to deprive the child of his or her identity. Permits to accompany the children were issued by the so-called "Department of Health of the Kherson Region", including with Zavalska's personal signature. Before the de-occupation of Kherson, Zavalska left the city with the russian occupiers. In the winter of 2022, Tatiana Zavalska participated in the submission of documents of the deported children to obtain russian citizenship, birth certificates and individual insurance numbers.
