As the head of the boarding house "Tsarytsine Ozero", the premises of which are used as a temporary accommodation point for Ukrainian citizens and their children from TOT, he implemented Putin's policy regarding the deportation of Ukrainian children from the temporarily occupied territories of Ukraine to the territory of the Russian Federation, ensured the creation and operation of temporary accommodation points in the region, forcibly displaced from the temporarily occupied territories of Ukraine. In particular, on April 10, 2022, a train with residents of the temporarily occupied territories of Ukraine, mainly from Mariupol (more than 600 people, a quarter of whom are children, who were settled in temporary accommodation centers on the basis of the boarding house "Tsarytsine Ozero") arrived in the city of Tikhvin, Leningrad Region. As of February 20, 2023, 267 people, including 67 children, were staying at the Tsaritsyno Lake temporary accommodation facility.
