As the human rights commissioner in the Leningrad Oblast, he supports and implements putin's policy of deporting Ukrainian children from the temporarily occupied territories of Ukraine to the territory of the russian federation, integrating children from Ukraine into the unified cultural and educational space and the system of civic-patriotic education of the russian federation. He ensures the creation and operation of temporary accommodation centers for people forcibly displaced from the temporarily occupied territories of Ukraine.

On April 10, 2022, a train arrived in the city of Tikhvin in the Leningrad Oblast with residents from the temporarily occupied territories of Ukraine, mainly from Mariupol. More than 600 people (a quarter of them children) were accommodated in temporary accommodation centers based at the Tsaritsyno Lake resort. Shabanov, along with his staff, personally inspected these temporary accommodation centers. In 2022, individuals forcibly evacuated from Ukraine were placed in three locations in the Leningrad Oblast: in the Tikhvin district (Tsaritsyno Lake resort), in the city of Volkhov (ANO Sanatorium-Profylaktorium "Volkhov"), and in the city of Gatchina (Priory Hotel), where Shabanov conducted personal receptions multiple times.
