As an official of the legislative and executive regional authorities of the russian federation, he supports and implements putin's policy of deporting Ukrainian children who were displaced from the temporarily occupied territories of Ukraine to the territory of the russian federation, “integrating” children from the TOT of Ukraine into a single cultural and educational space and the system of civil and patriotic education of the russian federation. It is responsible for the implementation of the so-called “evacuation” of Ukrainian children from the temporarily occupied territories of Ukraine to temporary accommodation centers in order to disseminate information about the “peacekeeping and humanitarian” goals of the so-called “evacuation” in an attempt to create a demonstrably positive image of russia as a “peacekeeping country.”
From December 18 to 20, 2022, he participated in the First Congress of the Russian Movement of Children and Youth and directly handed over the books “I live on the Don - The Book of a Young Cossack” to the “Basket of Good” for further delivery to children from the TOT of Ukraine.
He coordinated volunteer activities to receive Ukrainian citizens (including children) in the region and distribute them to refugee shelters. He was responsible for the implementation of the humanitarian mission project “#Together with Donbass” in the region.
As a result of the targeted and coordinated actions of the russian authorities, as of December 2022, more than 1 000 children from the temporarily occupied territories of Ukraine were enrolled in kindergartens in Rostov region, more than 5 300 students were enrolled in schools, and more than 500 students were enrolled in universities.
According to the Rostov region government's report for 2022, children's camps received more than 2 200 children from the “territories of Donbas and Ukraine,” and 1 184 children “without legal representatives” were placed under preliminary guardianship. At the same time, according to the Ministry of Education of the region, 534 children were placed under guardianship in 2022. More than 500 children from orphanages and boarding schools “evacuated from Donbas” were placed in the Romashka sports and recreation center in Rostov region.
