Reasons
As an official of the Rostov region government, he is directly responsible for implementing the policy of the so-called “evacuation” of Ukrainian children from the temporarily occupied territories of Ukraine to temporary accommodation centers, in order to disseminate information about the “peacekeeping and humanitarian” goals of the so-called “evacuation” in an attempt to create a demonstrably positive image of russia as a “peacekeeping country.”
According to the Rostov region government's report for 2022, children's camps received more than 2 200 children from the territories of Donbas and Ukraine, and 1 184 children without legal representatives were placed under preliminary guardianship. At the same time, according to the Ministry of Education of the region, 534 children were placed under guardianship in 2022. More than 500 children from orphanages and boarding schools “evacuated from Donbas” were placed in the Romashka sports and recreation center in Rostov region.
At the end of April 2022, the first group of orphans from Donetsk region left Rostov and Kursk regions. 27 children were solemnly transferred under “temporary care” to Moscow foster families accompanied by russian officials.
