As a member of the government of the Rostov region, he is directly responsible for the policy of forced displacement of Ukrainian citizens to the territory of the russian federation, namely for the illegal placement of “refugees” in the region, including children from the territory of Ukraine.
According to the report of the government of the Rostov region for 2022, children's camps received more than 2 200 children from the territories of Donbas and Ukraine, and 1 184 children without legal representatives were placed under preliminary guardianship. At the same time, according to the Ministry of Education of the region, 534 children were placed under guardianship in 2022. More than 500 children from orphanages and boarding schools “evacuated from Donbas” were placed in the Romashka sports and recreation center in Rostov regiont.
At the end of April 2022, the first group of orphans from Donetsk region left Rostov and Kursk regions. 27 children were solemnly transferred under “temporary care” to Moscow foster families accompanied by russian officials.
