Supports and implements Putin's policy of deporting Ukrainian children who were displaced from the occupied territories of Ukraine to the territory of the Russian Federation. As the governor of the Yamalo-Nenets Autonomous Okrug, he created a working group to ensure that the Yamalo-Nenets Autonomous Okrug is ready to receive ‘evacuated’ refugees from the so-called DPR and LPR. He took an active part in the transfer of Ukrainian orphans who had been displaced from the occupied territories of Ukraine to the Yamal-Nenets Autonomous Okrug to Russian families. Several families from the Yamalo-Nenets Autonomous Okrug have taken care of children from Donbas.
He cooperates with the occupation authorities of the so-called ‘DPR’, including in the area of youth policy. He is the organiser of the My Russia project, an excursion tour for 7-11th grade students from Volnovakha to the historical centres of Russia, including meetings with the so-called ‘heroes of Russia’, show business stars, astronauts and Olympic champions. From November 2023 to May 2024, more than a thousand children took part in the project.
Artyukhov says the goal of the My Russia project is to integrate children into a ‘common history’, Russian history and culture, referring to ‘one genetic code’.
He organises so-called ‘health campaigns’ in the temporarily occupied Crimea, involves children and young people in Volnovakha in search expeditions of the ‘Memory Watch’ propaganda campaign.
