Reasons
As the so-called “Deputy Governor for Work with Evacuated Residents of Kherson Region”, he coordinates the work of the occupation authorities of the region with the regional authorities of the russian federation to organize places of temporary accommodation for refugees, and is responsible for the forced transfer (removal) of Ukrainian children from the temporarily occupied territories of Ukraine to the territory of the russian federation.
It directly implements the policy of indoctrination and integration of children and youth from the occupied territories of Ukraine into the educational and cultural space of russia, eradication of Ukrainian identity and imposition of the “russian world” ideology.
In cooperation with the occupation authorities of the temporarily occupied Crimea, it organizes the forced displacement (removal) of Ukrainian children under the legend of “rehabilitation and recreation” and facilitates the establishment of guardianship and custody of children from the temporarily occupied territories of Ukraine. In particular, in 2023, it ensured the removal of 103 children from Kherson region to the temporary accommodation center of the DOT “Promyslivyi” of the State Enterprise “Sonyachna Tavryka”, which it subsequently visited to address the issues of “psychological aspects of adaptation in some young children who, due to the circumstances (forced ‘evacuation’), do not easily go through the process of adaptation in an environment where there are no parents”
